It's okay to say you're busy from time to time, but when it becomes a frequent and burdensome excuse, it shows lack of interest and concern - this becomes a problem.
People who try to flee from their relationship sometimes act busy to achieve their aim. Their is time for everything. You can't always say you forgot to call just because you were busy. You can't always say you forgot you have a date just because you were busy. You also, can't keep saying you failed to visit just because you were busy.
If you truly love someone, shouldn't that person be always on your mind? Shouldn't that person be one of your top priorities? How can you keep saying you forgot just because you were busy?
If they love you, they will always cherish the time they spend with you, they will always crave for more, and always cease every opportunity to spend more time with you. Time is one of the first commitment one should be ready and willing to offer in a relationship, if they can't offer it, then they don't have the relationship at heart.
